Who needs administrative access to studies in ARROW?

People who are not engaged in human subjects research for a study in ARROW may still need access to the study. These people may include:

  • Administrative personnel affiliated with UW-Madison/UW Health/Madison VA, such as financial or departmental administrators.
  • Personnel external to UW-Madison/UW Health/Madison VA such as site monitors or auditors.

How do administrative personnel access ARROW?

Anyone wanting to access ARROW needs a NetID and password. See Accessing ARROW and the NetID Process for guidance on how to obtain and activate a NetID.

How can administrative personnel access studies in ARROW after they have a NetID and password?

For administrative personnel not engaged in human subjects research, study teams must do the following to grant them read-only access to the study:

  1. The study team must ensure that the administrative personnel are indeed not engaged in human subjects research as defined by federal guidance. Study teams are encouraged to consult with the HS IRBs Reliance Team (irbreliance@wisc.edu) when making this assessment.
  2. After a study team confirms that the administrative personnel are not engaged in research, the study team can use the Edit Administrative Access activity to allow the personnel access to their study.

How does the Edit Administrative Access activity work?

The Edit Administrative Access activity is available in the study workspace at any point in the IRB review process. Study teams can click on the activity and search for the administrative personnel they wish to grant read-only access to the study. After the study teams completes the activity, the person selected will have read-only access to that study. These administrative personnel will not be able to edit the application or receive email notifications.

Can administrative personnel ask someone besides the study team to grant them access to study?

No. Only study teams can grant administrative personnel access to their studies.

When is IRB approval needed for using the Edit Administrative Access activity for external personnel not engaged in research?

IRB approval is typically not needed to allow personnel not engaged in human subjects research access to a study in ARROW. Study teams are strongly encouraged to contact the HS IRBs’ Reliance Team (irbreliance@wisc.edu) if they have any questions about whether personnel are engaged in human subjects research for that study and if so, what type of IRB approval may be needed.
